This TEGL expands and clarifies the definition of significant barriers to employment (SBE) provided in Section 5 of Training and Employment Guidance Letter (TEGL) 19-13, released on April 10, 2014.
To rescind TEGL 20-13 and replace it with TEGL 20-13, Change 1. TEGL 20-13, Change 1 deletes the words "upon request" where occurring in the TEGL to clarify the policy for serving veterans ages 18 to 24. The remainder of the TEGL remains unchanged. This Training and Employment Guidance Letter (TEGL) identifies for the public workforce system an additional population the Secretary has identified to receive intensive services provided by Disabled Veterans' Outreach Program (DVOP) specialists using a case management approach.
TEGL 22-14 -- Applying the Uniform National Threshold Entered Employment Rate (UNTEER) to States’ Program Year (PY) Veterans’ Entered Employment Rates (VEERs) to Determine Compliance and Identify Need for Remedial Actions has been posted to the ETA Advisory Web site and disseminated to the workforce development system.
